You will need an SVG-compatible browser (that's all of 'em minus IE8, basically) and have javascript allowed.

This file explains the difference between frame-based and time-based animation, as well as showing different calculation modes of SVG animation.

Combining SVG animation with interactivity with javascript was interesting. The code itself lacks comments, but the scripting is very straight-forward. I can answer any questions in comments or via notes.
I used Adášek's SVGRender to create the frames.

Oh boy the link of the svg isn't working! (lots of years passed lol), I'm new in the animation thing and this explanation looks very interesting for to use it inside inkscape! 
I'm taking a look to the other tutorials, thanks for share!
